As director of NCUA’s Office of Capital Markets & Planning, J. Owen Cole, Jr., leads the development of policies and procedures on credit union investments and ALM. During his 15 years at NCUA, he has served as deputy executive director and is now president of the agency’s Central Liquidity Facility (CLF). Cole also spent a decade as an investment trader and portfolio manager. |

Larry Harmon
Larry Harmon, chief risk officer for Members United, oversees the management of interest rate, credit, and liquidity risk, as well as business continuity, compliance, and audit services. His quarter century in financial services includes 11 years at U.S. Central Credit Union, where he was chief operating officer and chief compliance officer for U.S. Central Capital Markets, a registered broker/dealer. He has consulted extensively in the area of risk management. |
