As director of NCUA’s Office of Capital Markets & Planning, J. Owen Cole, Jr., leads the development of policies and procedures on credit union investments and ALM. During his 15 years at NCUA, he has served as deputy executive director and is now president of the agency’s Central Liquidity Facility (CLF).
